That is Chris Lowell he played Piz on Veronica Mars, he is currently on Private Practice. Kristen has been known to hang out with old co-stars all the time.

I think the guy is Chris Lowell one of her co-stars in Veronica Mars, probly just a good friend! They look good together though!
